| once again Albany, NY is jibbed every time a snow storm happens in NY. We got rain from this one and the right conditons are always here, we were below freezing for all of last week it only warmed up a bit |

| A snow storm is a low pressure system that produces heavy snow over a period of time. So I think its qualified.A Blizzard is when the heavy snow is accompanied by high winds(>35mph.) |
